독일 프리드리히 에버트재단이 `촛불시민 1000만`에게 인권상을 수여하려는 계획에 대해 독일 호주 캐나다 미국 등의 해외 교민들이 강력히 반발하고 나섰다.

독일에 거주 교민이자 베를린 한국인권단체의 대표자가 베를린 소재 프리드리히 에버트재단에 베를린 시민의 자격으로 또한 베를린 사민당원의 자격으로 프리드리히 에버트재단의 2017년 인권상 수여 계획을 철회해 달라는 내용의 항의 성명서를 독일 현지 시간 23일 오후 2시경 프리드리히 에버트 재단에 보냈다.

그는 “한국 상황을 깊이 있게 통찰하지 못하고 지금 한국이 처한 위기에 더욱 부채질을 하는 몰인권적 처사이며 에버트 재단의 명예를 위해 즉각 상을 취소해야 한다”고 항의의 뜻을 전달하고 “사민당 당원으로서 오래 몸담아 왔는데 이런 결정을 한 것은 매우 뜻밖이고 유감”이라며 수상 결정 경위에 의문을 제기했다.

그리고 항의의 표시로서 에버트재단은 물론 유관기관 등에도 시상식에 참석하지 않겠다는 확약을 지켜달라는 요청을 하였으며, 에버트상 시상을 강행할 경우 폭넓은 언론 캠페인을 전개할 것과 이로 인해 내전과 같은 상황이 촉발될수도 있으며 이에 대한 책임은 근본 원인을 제공한 SPD 유관기관에 있다는 점을 밝혔다.

이 독일어본 항의 성명서는 호주에 거주하는 신숙희 박사(Charles Sturt University Sydney 교수)가 영문으로 번역하여 발표하는 등 캐나다 미국 등에서도 독일과 공동 대응에 나섰다.

한편, 한국에서도 법치와자유민주주의연대(NPK)와 SNU트루스포럼 등 10여 개 시민사회단체 등이 함께 에버트상 취소를 위한 연대 활동에 돌입했다.

다음은 SPD 유관기관에 보낸 독일어판 성명서 및 영어본 한국어 성명서 전문이다.

Sehr geehrter Herr Dr. Detlefsen,

am letzten Freitag haben wir telefonisch besprochen, dass ich Ihnen eine Mail schicken würde.

Wie versprochen schicke ich Ihnen die KUNDGEBUNG als ein Appell, die auch an den Vorsitzenden Herrn Beck gerichtet ist.

Ich habe nur am Anfangstext in deutscher Übersetzung zugefügt, da der weitere Inhalt der Kundgebung in englischer Version gut erklärt worden ist.

Ich als Vorsitzende der Koreanischen Menschenrechtsorganisation e.V. lebe in Berlin, war ein langjährige Mitglied der SPD und möchte Sie drum bitten,

dass die Friedrich Ebert Stiftung die Verleihung des Preises 2017, die an die koreanischen Fackeldemonstranten geht, zurückzuziehen.

Bitte bestätigen Sie uns umgehend, wenn Sie beschlossen haben, die Preisverleihung zu unterlassen,

weil wir andern falls eine breitangelegte Pressekampagne entfachen würden, die niemandem nutzt aber den Konflikt noch verschärf würde.

Bürgerkriegsähnliche Zustände könnten entstehen und es wäre sicher nicht das Interesse einer Institution,

die der SPD nahesteht als Verursacher solcher Zustände mit in die Verantwortung gezogen zu werden.

저는 베를린 시민이자 베를린 사민당에 오래 몸담은 베를린 소재 한국인권단체의 대표로서 프리드리히 에버트 재단이 한국의 촛불 시위에 준다는 2017년 인권상을 철회해 주시기를 요청드립니다.

그 시상식에 참석하지 않겠다고 결정하신 바를 곧바로 저희측에 확인해 주시기 바랍니다. 그렇지 않을 경우 우리는 폭넓은 언론 캠페인을 전개할 것이며 이는 아무에게도 이득될 바가 없으며 단지 갈등을 더 악화시키게 될 뿐일 것입니다.

내전과 같은 상황이 촉발될수도 있으며 이는 근본 원인을 제공한 책임이 있는 SPD 유관기관측에도 아무 도움이 되지 못할 것입니다.

Sehr geehrter vorsitzender der Friedrich Ebert Stiftung Herr Beck,

wir sind, die in Deutschland lebenden koreanischen Bürger, sie sowohl ihr Heimatland Korea als auch ihre 2. Heimat Deutschland lieben.

Neulich hat die FES in Korea die Fackeldemonstranten für den Menschenrechtspreis 2017 vorgeschlagen. Es seien 10 Millionen Fackeldemonstranten, die den Rücktritt der Präsidentin Park verlangten und zum Erfolg gebracht haben.

Wir bedauern sehr diese falsche Entscheidung.

Die Menschen, die im Rechtstaat leben, wissen ganz genau, was sie im Rechtsstaat zu tun haben. Der Rechtsstaat gewährleitet dem Volke die friedliche Versammlung und deren Teilnahme daran. Deswegen haben die Fackeldemonstranten einerseits die Aufforderung der Amtsenthebung Park verlangt, und andererseits haben die Flaggendemonstranten dagegen die Anullierung der Amtsenthebung gefordert.

Die politische Lage des Landes Korea ist äußerst kompliziert, so dass sich die Außenstehenden keinen Überblick verschaffen konnten und können, was recht und was unrecht ist.

Deswegen bedauern wir sehr, dass die FES eine solche Entscheidung zur Verleihung eines Preises getroffen hat, ohne die Wahrheit über die Manipulationen, die zu den Protesten führten, zu kennen.

Wir fordern Sie auf, dass Sie diesem Appell folgen und die Entscheidung zur Preisverleihung zurücknehmen und sich nicht in eine lokalpolitische Korruptionsaffäre einzumischen. Die Gründe, warum Sie die Entscheidung zurücknehmen sollen, können Sie den unten angegebenen Fakten entnehmen, die in englischer Übersetzung vorliegen.

[보도자료] 독일 등 교민사회, 촛불1000만에 인권상 주는 에버트 재단에 공동 항의

A plea to cancel the Friedrich Ebert Prize to the Candlelight Vigil Group!!!.

To the honourable committee involved in the Ebert Human Rights Prize.

We Koreans are ordinary citizens who dearly love both our country South Korea and Germany. We have heard the recent news that the so called ‘10,000,000 members of the Candlelight Vigil group’ have been chosen to be awarded as the recipient of the 2017 Friedrich Ebert Human Rights Prize. Your body has provided some justification for this decision in that the group demonstrated a good example in being able to hold mass rallies peacefully without disrupting the community as they chanted their demands forthe removal of the first female President, Park Geun Hye, from power over corruption charges and collusion through the use of top secret official documents. In this process, you have been led to believe that the group fulfilled the essential elements of democratic participation and peaceful rallies. While we acknowledge the manifestations of those aspects to some degree, your decision on this has been subject to making serious errors, as this observation and judgement have been based on biased assessments of this social upheaval. It seems that your body disregards the very complicated nature of the political reality and the political climate currently prevailing in South Korea. We really regret hearing this news about the Prize and strongly urge your committee to reconsider recalling this nomination as soon as possible for the following reasons.

1. Firstly, on the surface, the demonstration by the Candlelight group looked peaceful but in reality there were so many violent acts such as destroying 50 cars which were undertaken by the group and this has resulted in serious social commotion and division. They also committed serious breaches of human rights and verbal abuse towards President Park (We can send all the evidence on request). We also claim that peaceful demonstration also took place among Taeguki (representing the national flag of South Korea) groups who were involved in mass demonstrations against the left wing group’s absurd lies as well as the subsequently unlawful and hasty impeachment of the President. The numbers of 10,000,000 were also not true and the number of people in the Taeguki was much larger than that of the Candle light Vigil. The Taeguki groups are virtuous and conscientious citizens who abide by the law. They cherish democratic freedom, the free market system and constitutional rules. They are very proud of the fact that South Korea has performed a miracle in its economy as well as simultaneously achieving democracy within a short period of time. They are much more rational and truthful in terms of voicing their views on social justice and truth. More than 60% of the Korean people believe that they are taking the right direction for our country compared to the Candlelight groups who were influenced by the extreme left wingUnionists.

2. The Candlelight demonstration was initially ignited by the very left wing oriented press called ‘JTBC’ who spread fake news on the presidential scandal. The incident was fabricated with unfounded lies and gross exaggerations and by vicious attacks on her (we can provide all of this evidence on request). The left wing press claimed that the president colluded by using highly classified documents and leaking them to her close friend Mrs Choi who had a hold over the President with shamanistic superstitions. Recently, all these allegations have proved to be nonsensical and inconsistent with no firm grounds and real facts. Some computer experts have been investigating the PC tablets forensically and they havefound that these tablets were initially empty but were filled by the staff of JTBC. These PC tablets did not belong to Mrs Choi who also has been invariably making the same claim all way through her trials. JTBC’s broadcast was proven to be incorrect by the experts, as the station’s claims were based on lies and fake information. As these significant new findings havenow been publically circulated, KAIST in South Korea is withholding the bestowing of an award for Scientific Journalism to the JTBC. Serious investigations about these claims are now under way and congress members are conducting a hearing in Parliament in South Korea.

3. Up to date, no judicial evidence has been found to accuse her of the corruption charges. The incumbent government incarcerated her with handcuffs during their investigations. The persecutors conducted unprecedented incidences of interrogations 4 times per week to find any evidence to indict her to justify the illegal impeachment. They have found nothing so far in relation to the allegations of her receiving any bribes from Samsung. During the proceedings, they committed serious violations of human rights. Recently, the relevant prosecutors have extended her detention for another 6 months by claiming that there was the possibility of evidence being destroyed. They breached the constitutional rules of setting her up on trial with no incarceration if they could not reach a verdict in the case within 6 months. The Korean Court forcefully and unconstituionally extended her detention, which has resulted in resignations from all of the lawyers involved in defending her case. This crisis in law is a reflection of the crisis in democracy. We believe this political mess has stemmed from the Candlelight Vigil’s mass propaganda and double standards.

4. South Korea is exposed to North Korea’s hard line communist regime which has been threatening South Korea and the world. As all the evidence has revealed, North Korea has committed serious violations of human rights against their own people. As a result, the regime has been accused of many crimes against humanity by many international communities. Nevertheless, the Candlelight Vigil demonstration was masterminded by those extreme left wing groups who are explicitly aligned with the pro North Korean policy and ideology. They are supported by the National Liberal Party which has been constantly demanding the release of animportant North Korea Spy and espionage agent, Lee Suk Ki who is in jail on treason charges. We are really wondering how you can consider these groups who are supporting inhumane criminals as being democratic. Germany has provided an excellent example to the world by setting a new international standard after the complete eradication of the Nazi spirit. Germany should also assume responsibility for scrutinising the threats posed by North Korea through the development of nuclear weapons.

5. If the real intention of the Friedrich Ebert Award is to desire democracy, then it is crucially important to investigate the current Korean political climate more thoroughly and prudently. We are really wondering on what grounds you have made such an incorrect decision which would only add more trouble to South Korea by seemingly interfering with our internal affairs. We strongly urge your institution to seriously consider cancelling the decision to bestow this award to the Candlelight Vigil group as this will only lessen your reputation and the fame you have built up so far by undermining democracy in South Korea and Germany’s respect of human rights.

The current Korean situation is very complicated and faces enormous challenges. We believe that it is the right time for all conscientious Germans to stand up and cooperate with us to achieve three goals: 1) to resolve the threats from North Korea’s nuclear weapons; 2) to save North Koreans who have been withheld from their human rights and freedom; 3) to save the innocent former President Park from jail. Given these political ramifications, we again plead that you should seek more objective information and data regarding the current Korean situation and take appropriate action on these three issues.

[성명] 한국 민주주의 위기를 부추기는 2017년 에버트 인권상을 취소해야 합니다.

존경하는 프리드리히 에버트 재단 관계자 여러분께

저희는 조국 대한민국과 독일을 사랑하는 시민들입니다. 최근 저희는‘2017 에버트 인권상’수상자로 ‘한국의 박근혜 전 대통령의 퇴진을 요구하며 촛불을 든 한국의 1000만 촛불시민’을 선정했다는 소식을 접했습니다.

‘민주적 참여권의 평화적 행사와 평화적 집회의 자유는 생동하는 민주주의의 필수적인 구성요소’라고 말했는데 이와 같은 선정 이유는 한국의 복잡한 정치 현실을 외면한 심각한 오판에서 비롯된 것임을 알려 드리며 매우 유감스러운 마음을 표합니다. 귀 재단에서 수상을 취소해 주시기를 간절히 바라오며 그 이유를 다음과 같이 알려 드립니다.

1. 촛불 시위는 한국의 JTBC라는 한 언론사가 조작된 태블릿 PC로 박근혜 대통령이 샤마니즘에 빠져 국정을 농단했다고 퍼뜨린 가짜 뉴스로 촉발된 것입니다. 한국의 시민들은 1년에 가까운 시간 동안 이 조작된 증거의 실체를 밝히기 위해 최선의 노력을 기울여 최근 조작이 사실임을 거의 입증해 냈습니다. 그리하여 이 방송사에 과학저널리즘상을 수여하려고 했던 한국과학기술원(KAIST)도 계획을 유보하기에 이르렀습니다. 국회는 본격적으로 사실 검증에 나서고 있습니다.

2. 평화적인 시위는 촛불시위만 있는 것이 아니었습니다. 비슷한 숫자의 평화적인 시위대가 태극기를 들고 조작된 샤마니즘 스캔들과 법적 증거 없는 탄핵에 저항해 왔습니다. 태극기 시민들은 법치와 자유민주주의, 한국의 경제성장을 자랑스럽게 생각하는 선량하고 양심있는 평범한 한국인들입니다. 이들은 선전선동에 휩쓸린 촛불시위대보다 훨씬 더 합리적으로 진실을 향한 목소리를 내며 위기의 한국 민주주의를 바른 길로 인도하고 있습니다.

3. 박근혜 대통령은 조작된 증거와 근거없는 루머로 감옥에 갇혀 1주일에 네 번이라는 전 세계 선례를 찾기 어려운 재판 고문을 당했으나 역시 단 한 푼의 사익을 취한 증거가 나타나지 않았습니다. 주 네 번의 재판이란 변호인의 조력을 받을 권리에 대한 심각한 침해입니다. 더욱이 6개월 구속기간내에 판결을 내지 못하면 불구속 재판을 해야 하는 대부분의 법치 국가가 갖고 있는 법을 함부로 농단하여 한국의 사법부는 부당한 구속 연장을 강행했고 변호인 전원이 사퇴를 선언하는 불행한 사건이 일어났습니다. 법치의 위기는 민주주의의 위기입니다. 촛불시위대가 선전선동을 통해 인민재판하는 상황으로 인하여 이와 같은 사태가 빚어지고 있습니다.

4. 한국은 핵으로 세계를 위협하고 사람들에게 심각한 인권 침해를 가해 국제사회로부터 반인륜범죄자(crimes against humanity)로 지목된 북한 김정은 정권의 위협에 노출되어 있습니다. 촛불시위대에는 북한을 노골적으로 추종하는 세력이 핵심적으로 참여하여 김일성 추종세력으로서 해산당한 통합진보당 복권을 요구하는 목소리를 동시에 내고 있었습니다. 반인륜범죄자를 지지하는 것이 어떻게 민주주의일 수 있습니까? 반인륜범죄는 나치 청산을 통해 독일이 전 세계에 선물한 새로운 국제 규범입니다. 북한의 위협을 감시하는 것은 독일인의 책무이기도 한 것입니다.

5. 프리드리히 에버트상의 근본 취지가 진정한 민주주의를 원하는 것이라면 더 주의깊게 한국 정치 상황을 관찰해야 마땅합니다. 우리는 귀 재단에서 어떻게 위기에 처한 한국에 한층 더 큰 고통을 주게 될 내정간섭 이상의 잘못된 선택을 했는지 매우 궁금하게 생각합니다. 귀 재단은 촛불시위대에 에버트상을 주어 스스로 명예를 깎아내리고 선진적인 독일의 인권의식과 한국 민주주의에 위해를 가하는 결정을 취소해 주시기 바랍니다.

한국 사태는 매우 복잡한 사실과 현실에 얽혀 있습니다. 지금은 북한 주민의 인권과 자유를 위해 노력하고 북핵 문제 해결을 위해 최선을 다해 노력한 무고한 박근혜 대통령을 구출하는 데 귀 재단을 포함한 독일의 양심있는 국민들이 다 나서야 할 상황입니다. 부디 현명한 사태 파악과 적절한 조치를 기대합니다.
